What do you mean with missing model? Like they don’t have a unique design?
If that is the case then it’s most likely because most of these chars never had a special design and just used the generic models for what fitted them. Which means they weren’t important enough for the story. Which then also means they proably haven’t been important enough to get a unique reforged model.
Gar’Thok has a unique model, also Nazgrel, even Gazlowe to mention a few, are Baine and Sen’jin less important? It seems that Falric and Marwyn share the same model, I mention this because Blizzard said that each character would have a unique model.
