Every tooltip seems to have this when you target players/npc’s. What’s going on?

Same issue here, tried disabling all addons and no change. This is really hateful.
For EU we do bug reports in game. I also have the same issue and submitted one this morning.
Lets hope it’s a quick fix.
- Go to the Game Menu (Esc key by default)
- Select Support
- Select Submit feedback or bug report
- Select the Submit a bug tab and enter your report
