Well the heating atleast started working. I was beginning to get anxied do I have to contact maintenance when the district heating system of this place were not doing nothing for week.
Electricity is so expensive now, I didnt want start heating with own cost too when living condition is set by law when you rent apartment.
Summer was rough, 100 euro month electricity bill to run AC so you dont have 30C inside, its disgusting how expensive electricity is now.

Theres machine put in bathroom for air ventilation and same system linked on cooker hood. But it takes the air directly from outside so air can be quite cold if outside is -20C for example. Theres a heating setting for it but I havent tested it yet too much as thats also electricity cost from own pocket. It seem most new buildings are now done with same but I dont know if this is the best system to handle ventilation of apartments. Resident pays for the air heating from own pocket then

There is regulations for living conditions set in law when living on rent. Like 22C set as mandatory for inside temp or your landlord having to do something if it goes below it, or if temperatures goes over 32C during summer they would have to give you some % discount on those days rent.
So everything between 22-32C is seen as normal and if you want anything different from that then you pay for the heating or cooling yourself but the temp range between that is set by law as mandatory for the landlord to provide from where you rent apartment.
I imagine people mostly dont care hassle with the rent discount from heatwaves and as its not use for the problem itself anyway, some use portable AC and so on when living on rent as thats the only thing you can put for rent apartment. I learnt from last summer that these portable units are the equivalent of running hoover 24/7 for month in your apartment, the noise and cost of it on electricity bill is same. Apartments dont save the cooled air either, temps get back up the soonest you turn off the machine so realistically you run it all summer when youre home.
You will look at Ā£83/month electricity bill to not have 33C apartment if you attempt keep inside temp around 25C with the current costs for electricity. Cant really suggest these portable machines as permanent solution with that in mind.

-5C here and snowing all day, tomorrow random +2C and promised rain water from 12 till night and then for sunday it goes back to -7C and snow again.
Just a random ātropicalā +2C with rain for saturday mid of winter then, people going out like christmas markets this weekend. This is Finland, you cant predict the weather. I think UK shares the joy of this aswell

Do you feel really hot in 28c+ as you are used to cold temps?!
Anything over 24C is like polar bear in sauna yea. Start wiggling against global warming. If we could put on the AC to keep world between 15-24C would be so comfy 
Those mmo mouses are godsend, can put so much on mouse, and with shift+alt conditions one should never run out binds. I love it for cooldowns and such
