I reached exalted with Bilgewater Cartel and renown 20 with The Cartels of Undermine but it seems they doesn’t count for the 100 Exalted Reputations achievement right ?
I did some research but no clue so I would have a confirmation.
The only reps that count for these [number] Exalted Reputations achievements are reps that have the actual word “Exalted” in them. Those that say something else, like “Renown” or “Best Friend”, don’t count. So that immediately shows that The Cartels of Undermine does not count towards your Exalted Reputations.
Bilgewater Cartel is just a regular Cata faction rep, and definitely does count. However, it is faction-paired with Gilneas, so if you already had Gilneas Exalted on another character, Bilgewater Cartel would not count as a new Exalted rep.

So we have two separate factions with the same name?
And Sassy Hardwrench is a member of both? But others aren’t? Ew.
And I thought Phasing was bad. 
In that case, I have no clue what’s going on with them.
I double-check and I confirm that Cartels of undermine didn’t count for me. I even asked a GM but he didn’t reply to the question…
So let’s say that both Bilgewater Cartel and The Cartels of Undermine (renown 20) doesn’t count toward the achievement.
