It isn’t, it’s the standard boost gear, but made 390 with the head,shoulders and chest given Azerite functionality.
So…I need to buy heroic edition to have the buff? What?

Yes, heroic and epic have the buff, while base only has the game.
If we apply the 120 boost, do we still need to grind rep to access the Allied Races?
Yes you would still need to grind the rep if you did not already the boost only gives you 120 it does not do anything else

the problem I had with the boost was it didn’t grant my level 20 Shaman access to Legions order hall I had wanted to grind the shaman class mount while I wait for something new .
I have this exact issue. Thrall is just stood there by the well, telling me he has an urgent message for me, but won’t actually tell me what it is.

100 % my issue I reloaded I got the elemental appearing to me on the 4th log in he hadn’t appeared on the previous ones
but Thrall has a message and that is all 
I checked the quest ID too and its not been completed, so clearly there’s a bug somewhere.

The 120 boost is just a character boost.
Do you mean what do the different pre order editions contain:-
Base Edition
Includes a pre-purchase* of World of Warcraft®: Shadowlands™ and early access to Death Knights for Allied Races and Pandaren starting with the Visions of N’Zoth content update.
Heroic Edition
Includes everything in the Base Edition, plus instant access to a Level 120 Character Boost and the Ensorcelled Everwyrm flying mount. The flying mount grants a quest for the Vestments of the Eternal Traveler transmog set.
Epic Edition
Includes everything in the Heroic Edition, plus 30 days of game time, the Anima Wyrmling pet, an otherworldly Eternal Traveler’s effect for your Hearthstone, and Illusion: Wraithchill, a cosmetic effect for your weapon. As with other Illusions, Wraithchill cannot be applied to certain weapon types.
