Because in 9.0.5 you will be able to trade souls that go over the cap for anima.

I dunno if there was ever a “cap” tbh. Maybe they just didn’t expect us to pile 100 souls together. It seems like anima gains were perhaps higher previously and got lowered at some point in development but the soul requirements for buildings were left the same and as such now we’re gated by anima while having a ton of souls saved up.
Using souls as currency…This expansion really is dark.

I don’t think anima gains are low if you actively farm anima, but most players don’t care about it and it results in having souls breaking the cap while you sit at like 2k anima with which you can’t do anything.
Blizzard obviously expected players not caring so they allow you to break the cap in order to have a secondary anima gain through soul conversion.
I’d personally argue that most players don’t care about it precisely because the gains are low compared to the overall cost of most stuff the covenants offer.
To do all the WQs and dailies giving anima takes almost two hours. Partially because of the extremely long travel times in SL. Anyway, 2hr is way more than I remember the resource grind being in the previous expansions, and more than I want (or can) give at this point, unless I’d want this to turn into a second job.
I mean I couldn’t care less about the cosmetics and the buildings personally, but it’d still be nice to be able to upgrade them in a decent timeframe. Currently the only anima I personally get is from clearing the raid to council (boss we’re progging) and mythic+ 15-20 dungeons per week on my main. And still I’m barely able to upgrade queens conservatory to rank 3 since so much of my anima goes into missions.
It’d be way more tempting to go do brainless wqs during downtime if the anima they gave were worth a damn. Like 35-140 is just a joke, even a person who doesn’t really care about what it’s used for, can see that. The only ones worth doing are the 250 ones and coincidentally they also seem to be among the fastest WQs in the game.
I would love this to be correct but I think you’ve misread what they said. If you have the cap of souls, then the quest reward for gathering souls will be 500 anima instead of souls.

think i have one char that has 140/100
I’ve got 126/100 on two characters. The cap doesn’t seem to be inforce. I was worried it would let you over cap but not add to it. They were both 106 before this week, now 126. Hopefully they let me use them (if they ever get enough anima which is another story)
I saw an image on WoWhead that was something along the lines of “exchange X souls for 500 anima” and a yes/no button. Maybe they’ve changed it since.
Sounds like another example of Blizzard not doing the math on their own game before it launched.
Unless you grind every single WQ, you’ll always have an anima shortage and a soul surplus.
