1H with Agility will you get punished

So I have a 410 with 207 Str. on it and a 455 drops for a DH in a Freehold run.

He trades me and I remember now its Agility on it which I cant use

So when I equip I go from 689 top dmg to 1166 top dmg, but looses 207 Str.

But then someone from my guild tells me that I will take a 25% overall dmg “penealty” for using an agility weapon/stat?

Have anyone heard about this and can confirm this?

Or it is it simply a matter of 207 vs. much higher top damage?
