Ion is maybe underselling it, but this forum loves to believe everything in this game is about gear.
Truth is in the middle, gear is important but a skilled player will do alright even undergeared, and get his upgrades faster.

Take you for example. You’re a Mythic raider with 221 ilvl, yet you’re hardstuck at 1000 rating with a 37% win rate. It seems you’re having a better time in Mythic raids than in entry level arena.

Ion can’t do maths it seems… 226 vs 200 might be 25% or so difference in stats but way higher difference in output. This is because there are secondary stats that are multiplicative with primary stat

First off though, I gotta admit that a lot of it is skill based. If you’re stuck at 1300 in full 200 gear - I’m sorry, you can do better with more skill alone.
But to say that it isn’t that big of a deal - bruh?
Let’s look at Gladiator’s Emblem. At iLvL 200 it restores 10.481. At 226 it restores 15,600. That’s a 48.84% improvement!
If, at any point an item should be the same % improvement over the previous item level, we can deduce it’s a compounding (ie exponential) function. So we write 1.4884 = x^26 (we have 26 item level upgrades) and x turns out to 1.0154.
So the upgrade percentage per item level is 1.54%.
Right - now: Damage is designed to scale such that it stays proportionally the same as health, so we know that this is what they intended with all the secondary stats multiplied together and all of that - but the defensive aspect of versatility must be taken into account. Given we know the improvement is about 50%, we can safely assume a LvL 200 player has 10% defensive versa, whereas an iLvL 226 player has a 15% defensive versa approximately.
The player is also hitting into a player with 48% move HP.
So, assume a level 200 player hits a level 226 for 10% of that player’s health.
If you flip the exact same hit around, those 10% are multiplied by 48% because of the better stats, so that’s 14.8, but the health is 67.2% as much as well, so we need to divide by that to normalise, so we get 22% health taken. And then we take the resilience. Without the resilience of the high geared player, the lower geared player would hit for 25.9% of their health, but the lower player only has 10%. Finally we reach the result: 23.29% of the health was taken.
So player A hits player B 2.329 times as hard as player B hits player A seen as percentages on their respective health pools. That’s over twice as strong.
This is too much. It’s just way too much. It’s really that simple. And yes, I know it’s been like this for a heckuvalong time, but Blizzard have also tried finding work arounds for all of this time because this is an obvious and very large problem.
