2000 Rio Token for tset pvp or pve?

i have a question the vendor Theozahklos in the emerald dream sells hc tsets für the +2000 rio token for example and on the left column he has the PVE items and on the right side PVP. Last season PVP items were way worse in PVE content maybe veteran gear or something like that. But now i go to the vendor and see that both are on the hero track but PVP items were all 1/6 hero and the PVE like they are in the raid so helm and chest were 476.

Is that true that PVP is now good for PVE Content? Why should i pick then PVE only Tset when i can have the pvp sacling with the item. But yes ha hve to upgrade a bit to have 6/6 hero.

I have to say my intention is to play a bit pvp for the 1800 transmog set ^^

I personally picked the PvP version, because it had the exact same ilvl (1/6 Hero track) as the PvE version

The only difference was that the PvP version would scale to 489 in PvP, so literally only an upside
