This is at this point a theoretical question (for me at least because I just completed my first + 15 ie first 304 item tomorrow) but would a 304 regular item end up being better than a 291 Lego ? Or the effect of the Lego will always outweigh 13 ilvl ?
Yes the effect will always outweights the Item. And jest its idiotic that blizz didnt give people any way to upgrade legendaries to lets say 311.
All IT took was make smallest questline tied to this season where we "empower " our leggos.
They just dont care

Lol, How weak are the shaman legendaries, for you to even consider 13 ilevels to be better?
Legendaries should have just been raised to 304.
It isnt rlly relevant also
