I can’t be asked with listing every single achievement but the cap for Phase 2 is 34, I currently have 34 and I’ve done every possible achievement that’s available to each phase so either you’re missing something or whatever because people don’t spawn with 2 extra infinite knowledge lol. Everyone I know as well has 34 by now maybe you forgot to do the 100 world quests or the world bosses but what you’re saying is factually incorrect.
The correct cap is 32.
Though still not relevant to the original point which is that knowledge past 20 gives tiny increases in power which are not worthwhile.

The cap is 31. Only 4 achievements were added.
27 + 4 =31.
There is a bug in game where Heroic Kharazhan gave more than intended. Read the Wowhead already linked above for a full explanation.
At 30 IK i’m getting 115k IP per 100 fragments
So it’s still okay
I’m still reluctant to get into karazhan until this is fixed and as usual not a single word from blizzard yet

Might have a point there, I didn’t really look at my IK at all after P2 and after I did every achievement, I do recall looking at it and having 33 right before I finished the Insurrection questline which gave me 34 total.
yeah IP is a joke .
I wonder if its not faster to speedrun m+30 with 0 IP then spending 10~20 hours doing all quest for IP
a dungeon +30 gives around 40~60 mementos in 5~7 min thats lets say 50 average
50*10 would be 500 per hour ( its more since you dont need 10 min per run and can tp from m+ to m+ ) so 500k+ per hour
doing all quest takes probably around 10~15 hours all zones/av/world bosses
500k*13 would be 6.5million IP
not 100% accurate but kinda questionable if it was worth it to quest so much for almost no bonus
how are u so slow, by doing all raids on Nm, Hc and Mm u get around 40 IP Level per day now..
I just do mythic raids now, gets me enough IP to reach the cap before the event is over, will speed up as I get more knowledge and the next 2 raids become available, not in a rush.

can anyone please confirm if this bug had been fixed ?
Seems like it, I never had the bug.. I waited with Karazhan HC/Mythic until I saw the patchnotes that said it was fixed, did Kara earlier today and ended up at 32 knowledge points (as it should be), my IP gains are correct when I use the 100 mementos.

Works for me, did Karazhan. Will finish the remainng IK points to 32 in the evening.

24 knowledge gives 107k, 31 knowledge gives 115k. It’s not even funny, It’s pathetic.
36 will give 120k…
