Blizzard turning blind eye to all RMT . Why? Because they would lose a lot of players if they punished RMT traders. Most people play because RMT is allowed.
Sure,they have banned people in the past for RMT,but they realized its bad busines if you ban whole guilds of people who promote their game on twitch 15 hours a day.

Blizzard may turn a blind eye to this, but it´s still a problem made by players. A lot of people want RMT (since they are dumb) which is why there are these massive gdkps going on.
So, the majority of the blame should go to said players.
To me, managing gold is one of the more appealing factors in vanilla. It is hard to come by, maybe less so in SOD but still.
