7th Legion isnāt walking around keeping peace in Stormwind, nor are the Guardforce on the frontlines.
This doesnāt mean guards arenāt part of the Army, but I donāt see a reason for some other regiment that specializes in i.e. infiltration or a ship crew to come in and arrest troublemakers/criminals.
Edit: my example of police-military obviously doesnāt hold up for wow lore, but the difference is still there Iād argue
No they wonāt arrest, they would be called in to put it down by force.
Iāll probably make your average-Joe guardsman armed with a club and shield in order to keep the law!

The military/guard debate is as old as time.
Honestly, thereās nothing visible in game to make me think there even is a difference - save for maybe the name above their heads.
Thereās a few "YEAH BUT WHAT ABOUTā¦"s to this; one being the actual infantry NPCs at the gates/keep, the Lionās Guards [or whatever theyāre called] in the throneroom - and the 2 or 3 [elite] officers that are walking around with 2 daggers. To which Iād say look at our queen mumās 'ouse where sheās got vem beefeaters, vem strange ones in the blue coats and also your regular blokes in camos.
Additionally, General Hammond Clay [and his predecessor, Marcus Jonathan] are labelled as < High Commander of Stormwind Defense >, but Marky boy died during the attack on Theramore - and Hammond was present for the Battle of Lordaeron.
The way I spin it to myself [and friends] in order to not drive myself insane is that they are they same - just that sometimes when theyāre not on the frontlines they do a few months of guard work for extra cash.
Iāll be there on nameless Stormwind Guard NPC, if any rioters desperately want to spill blood.
Iāll probably be there on my medic, so we can do triage right then and there.

Unfortunate my experience with riot RP has only been those of massive sh*t shows so I hope that players there contribute in a positive spirit or be elsewhere.
