So, you need to talk to Legionnaire Nazgrim to turn in the quest. The problem is that the NPC is perma stuck under the deck of a ship which he should be standing on. Tried to talk to him with /tar option and interract key but he’s to far away. As it stands right now - you can’t progress the quest line further.
Since Blizzard won’t fix it soon (at least that’s what I think), maybe anyone found work around? Tried already everything which I’ve found from wowhead
