A couple questions about scaling and mechagon

Losing my mind trying to figure out how to unlock Mechagon on my alliance rogue. With all these patches and changes, even wowhead seems outdated and has reported bugs. No specific guide with literally every npc and every quest, just a general “take this questline and complete it” but they all branch off to some odd stuff.

Now I’m asked to go to pandaria to see wrathion for some azerite stuff “spies to the left and right” is that related at all for unlocking mechagon? Or this “halls of origination” in uldum… for the legendary cloak? I’m so done with this bs reading guides, can you just gimme a god damn npc to click and “go to mechagon” I can’t, I can’t anymore, been at it all day. Can you let me go there already wtf do I need to do…

Which leads me into the other question.
I’m 65 in 270 gear. The trash mobs are 50. FIFTEEN levels below me super gray… and they WON’T DIE. The game treats me as if I’m 60 and they are 60. Zero power scaling. My attack tooltip says 4500 dmg, I hit them for 4000 (500 gets probably reduced by their armor). It’s like the gap doesn’t exist. Shouldn’t they melt for like at least 10k or 100k dmg per hit?

If you do 30-40 lvl raid on a 60, you hit them for 2 mill. Wtf is this? Why won’t it give me the proper level gap scaling power? Even earlier when I just finished the “get friendly rep with each bfa faction” questing around at 65 killing lvl 60 mobs, GRAY… wouldn’t die. 100% normal dmg 1:1 scaling, instead of dying in 1 overkill hit, they last 10+ hits. Anyone try it out and call me crazy. Wtf is going on?
