A question about revamped zone quests

Hi there, this is a stupid question, but if I have done every quest in the old zones back in the day, and now I want to go through the rewamped zones for nostalgia.
I started in early Cata back then, I wanted to play through the renewes zones as a “new” charather with my main char, but there are no quests in Elwyn for me, besides those at the abbey.

Is it intended, or just simply a another bug, and the old quest ids have overwritten the new ones, therefore the game thinks I have completed them?

My guess is you start at the Abbey although that isn’t normal. You should have the zone achievements still but also all the quests as they are new. It could be a bug given it is a buggy mess.
