how do I unlock crusader vendor (Dame Evniki Kapsalis) in the argent tournament ? do I have to be exalted with all 4 horde areas or only just I need to be champion with those?

You have to be “Exalted Champion” of all the 5 Hordes and also Exalted of the Argent Crusade to get all of the rewards.
