Since patch 10.0, the action bars on my druid no longer seem to switch when I switch specializations between Restortion and Balance.
This manifests itself like this, for example:
While in the Resto spec, I pull an ability that only the healer has (such as Tranquility) onto an action bar.
I switch the specialization to Balance.
I immediately switch back to Restoration.
After that, Tranquility is gone from the healer’s action bar.
Or also:
While in resto spec, I drag an item from my inventory (such as the Eternal Augment Rune) onto a freshly displayed bar that I had not previously used in any spec.
I change the spec to balance and now the rune is suddenly there on that bar as well.
The whole thing only occurs when switching between Restoration and Balance on my druid.
When switching between Restoration and Feral or Guardian, the action bars behave as usual - each spec has its own completely independent set of action bars.
Only Restoration and Balance seem to share the same set of action bars all at once.
I don’t have the problem on other chars either.

Even with resetting the console variables ( /console cvar_default).
Didn’t help at all.

It did indeed help me though in a rather strange way
I had several saved loadouts but none of them had that option checked.
Also loadouts are not visible across specs as far as I can tell and I would guess that this sharing option is meant to share bars between differnet loadouts of the same spec and not between different specs.
However as I had learned from your post that loadouts and actions bars seem to be soemehow connected I deleted all my loadouts and reset everything to the beginners builds blizz offers.
After that my actions bars where no longer shared between Resto and Balance.
I of course then had to rebuild my talent loadouts and bars but now everything seems to work as intended.
So thanks a lot !
I have the same issue, unfortunately I couldn’t fix it so far.
It’s only happening on my warrior, other character doesn’t have the problem.
It’s just another bug I guess.
Edit:
Got to fix my issue by deleting one of the loadout which seemed to be messed in between two specialization for some reason.
The UI is a bit different now, so I wasn’t too sure.
And for me the “shared action bar” was never selected.
The loadout was actually messed for some reason, I had to delete it to fix the issue.
I changed zone after deleting it and all my bars went completely empty, all cleared.
I saved a new loadout and rebuilt my shortcuts and then I was able to change spec.
With my bars correctly changing back to the shortcuts I had in the other spec.
I now seem to be able to toggle spec and bars without any problem.
How this started for me: queued for a dungeon as holypriest (with a group), then quested as shadow. When the dungeon started, I arrived there in holy spec (autoswitched). Since then, the UI is screwed up when switching. the buttons I added later or switched around, are gone.
