As above, please completely disable PvP in the open world IF warmode isn’t on.
I got murdered my a warrior earlier whilst farming loot goblins because almost every ability I press apparently cleaves. I didn’t want to participate in PvP, my PvP was off at the start of this fight and somehow I was flagged by the end of it. I didn’t realise what was happening till I was in execute range. Best part is I used shaman Rez and he just killed me again.
If I had wanted to PvP, I would have activated warmode.
