Correct- And this is fine. The druid is giving up potential healing to deal damage insteas. That is fine.
Hybrid specs are not a problem.
Hybrid specs with fundamental, degenerate game design flaws in them are a problem.
Catweaving is fine because you are exchanging potential healing you could be doing to deal damage- Or indeed Bear form for more survivability.
What is not fine is automatically healing your party through damage or a resource used- After the wildfire pre-nerf (infact guardian druid in general pre nerf DF) did just that, or melee paladin.
You can tell which design is good and which is bad from the amount of changes done to that design. There’s a reason specs like SP changed very little between BC and WoD save for damage tweaks, removal of mana burn and addition of orbs and spike, and then post legion the spec has gone through more reworks and changes all the other specs have gone through combined.
Stubbornly sticking to a design isn’t something that is noble or should be encouraged. Function over form, always.
A good example of this is Gladiator Stance. It was nerfed to oblivion the 2nd week of WoD, and despite that it remains one of the most requested abilities for warriors to date- Just search it in forums, you will find out.
As much as I loved that design, I doubt they will ever bring it back because it was impossible to balance without undermining the other 2 specs. And so, it must be gone.

Can’t wait for the cringe-worthy corporate “Hello fellow Gamers™!” that’s been present since… Damn BfA but felt stronger around classic versions being released.
You gotta loathe this level of cowardice. It’d be disingenuous of me to expect all the storydevs to be some kind of WowWiki level of knowledge with impeccable recollection of everything retcons included but it’d be much cooler if they at least aspired to reach that.
To not even be capable of standing up having your knowledge of your own game which you’re weaving through the years despite the PR training, is kinda sad.
