I don’t know that there are. Most addon development is done on CurseForge and WowACE, and the documentation can be found on Wowpedia.
I am using the ace3 library. I just hope there is someone that can offer some advice

Addons are the COVID and the plague of WoW !
We dont need any of them, we need clean and equal UI to everyone in this game , especially in PvP !!!

The WoWUIDev Discord might be of interest. You will find a lot of major addon authors there, and even some Blizzard UI devs occasionally pop in.
The chat may be sparse, and a little abstruse for a beginner, but there is a lua-help channel.

The wow UI sucks really bad. If you and others want to stay at a disadvantage, you can. I had to stop using the standard wow UI it beaks all the time.
You can’t really heal effectively without addons, especially in PVP. Honesly try find a healer that doesn’t use addons like Healbot.
Do yourself a favour and grab DBM battleground. OmniCD and Big Debuffs. Work smarter, not harder.
