I think this is not needed at all. Healers should be able to heal. During burst windows as some healers you gotta spam, especially if your DPS is bad and doesn’t know what a defensive is. There already is a penalty for healing and it’s called mana cost also the possibility to getting interrupted or silenced for eternity. If a healers spams too much he will go OOM in 2 mins.
Also you can CC healers and every class has a ton of CC to throw at a healer. That way you can stop a cast that can decide if they survive or not.
How about we put a penalty on all DPS classes? Attacking one target for longer than 15 secs makes the target immune to your DMG for 5secs? It’s dumb that most DPS just blindly zug zug one player all game with their 3 button PvE rotation or just spam a DPS macro and can win a game.

Remove all immunities, no bubble, no turtle, no evasion, no cos. Also nerf all instant heals by 90% like exhil, victory rush, desperate prayer.
