Same on my non layered realm. Only 3 spawns. Seems like it has nothing to do with layered or non layered servers though some layered servers are having 2 spawns on their layers some 3 and vice verca for non layered servers. It seems to be a bug occuring on every single server i have yet to find one that has all 4 dragons spawn THIS reset
