Algari Treatise of Alchemy and Inscription

I have 41 skill in alchemy and 35 knowledge points stored. I have not unlocked any specializations yet. When I click an Algari Treatise of Alchemy I get the message I cannot learn more from them as I have studied them extensively!

How is that possible? The same goes for Treatise of Inscription though I have a higher skill there and have unlocked several specialisations.

You can use them only once per week.

Once per week, if not we would already have thrown gold at it to get all the skill points in all talent trees
