But new embers of a fresh conflict has to be ignited.
Greymane never got revenge for his son but Sylvanas is just forced to do dailies in the Maw.
The Sylvanas expansion has finally ended where they literally had characters just sit in the dead city all day.
There is no Orcish leadership and many thought that the old Orc Saurfang could lead them. There would need to be time to not only rebuild both armies but new territories for the allied races. So it could bring the old world of Azeroth back to life.
The Zandalari could face further issues from the time of Rhastakhan and their incursions outside of Zandalar.
The thing is that lore wise the Horde have already been written to be overpowered. In Siege of Orgrimmar it took combined forces of the Alliance and Horde to face Garrosh and the Korkron faction. In the Battle for Azeroth, Horde were powerful enough to start another war against the Alliance and deal with internal conflict at the same time. Where Horde players could walk the path of the old Orc Nazgrim.
Revenge against Kul Tiras?

With a Menethil in Undercity, It could temper the Lordaereons that survived and their living descendants. Gilneas being regained will grant time for rebuilding and might even temper the old wolfs rage.

Take Jaina’s head? Yeah good luck with that. I really like communities like “Alliance Defence Force”. We always welcome the Horde players who have balls enough to bring the fight to us. Their raids don’t succeed though.
The Proudmoore has her uses. Horde couldn’t even take her out as she left Zandalar. Druidism prevents people from being turned into Forsaken. So perhaps Kul Tiran Druids would find ways to safeguard Alliance dead. The Alliance was formed to keep the Horde in check.
