Hello, I’m a player who started around late 2017, and played on and off for the past years, now i’ve decided I want to try to play all expansions in game, all quests, all cutscenes, all content that older players experienced upon release, and for personal reasons I chose to not progress with Classic (for one it’s already in Cataclysm, for another I have a lot of pets and collections that I enjoy in retail).
So I restarted the game recently with this character and XP-stopped at level 55, because Timewalking isn’t available at max level.
However, I’ve been told it’s possible to experience ALL content, no exceptions, without timewalking, the only difference is that the mobs won’t scale to my level.
Is that a safe option? I’m not bothered about the level scaling and difficulty, as long as I get to complete all quests and see all intro to expansions and the raid cutscenes (even better if I’m max level as I can play those raids solo).
Is there anything I’d miss out from passing the timewalking level, aside from mob level/difficulty scaling?

Anyone can go back and do low level quests at any time if there’s an interest in doing so, you’ll just kill everyhing in one hit.
Keep in mind; If you quest at max level, you need to enable showing low level quests among the options on that button attached to the mini map, they are hidden by default and will not show up on the map or above npcs unless you tick that option.
A few quests have been removed after an expansion has reached it’s end and is not available to anyone regardless if they are timewalking or not.

So those are irrelevant whether I got level 80 or not, but will it be available if I haven’t finished an expansion yet? Or is it like, a quest from Cataclysm, you finish Legion and then it can’t be done? Any more info on those so I understand it better?
There is no such extreme case currently. There are certain quests that may prohibit another quest from being picked up, usually breadcrumb ones. An addon like AllTheThings will warn you about those if you set the proper filters.
