Did I understand correctly that in Shadowsland you must first complete ALL four quest lines (Bastion, Maldraxxus, Revendreth and Ardenweald) before the quest “Choosing your Purpose” becomes available at Tal-Inara? (And you must be level 60, of course)
Yes, you understand that correctly.
You have to work your way through the main line of all four zones, with interludes in the Maw, before you can choose a Covenant. And you NEED to choose a Covenant to access world quests or the various endgame zones.
I’m not sure about needing level 60 now that Shadowlands is in Chromie Time, but if you’re 52 now, it’s not long till 60.
