All dungeons are on the LFG tool, just switch your timeline from Chromie and then go under Specific Dungeon.
Regarding raids, everything from 2 expansions ago and older is mostly soloable with equipment from latest expansion and at the level cap. Some very few examples exist (like some Mythic mode bosses) that are ironed out at a slow pace when and if Blizzard decides to spend time on them. Previous expansion raids are still “current” for people without a subscription, so from a fairness point of view it needs to have the same rules as the current expansion.
Firstly, Why?
Secondly, No - it would dilute the playerbase over far too many instances and you’d never get a full group together for anything.
Thirdly, We have Timewalking for keeping older content relevant. More could (and should) be done with Timewalking but the mechanism is there to focus the playerbase into specific selection of older content.
And finally I like soloing old content so I wouldn’t like to see this option going either.

The system works in many other games like FFXIV where you can literally queue for ANY raid/trial/dungeon and people are actually running it.
Why wouldn’t this work in WoW?
TW is just a zerg fest for tokens.
NONE of the dungeon/raid encounters even matter in a TW run cause stuff literally falls flat instantly thanks to Blizzard’s weird scaling, let alone the entire skip runs being organized…
If anything, proper TW runs should actually scale stuff accordingly so the content becomes relevant.
It won’t delute the player base if they make a LFR and LFR queue with all the expansions combined. MOP Remix showed that Blizzard can adapt raids to be have the scaling to be used for leveling characters. They can do it. Imagine joining a queue with more than 100 possible dungeons. You should be able to level multiple characters before doing the same dungeon twice.
Yeah i agree wow has so much content sat on a shelf catching dust that they could use and scale up to max level i dont understand why they dont do it personally but i imagine it would take a lot of work to do so.

Timewalking is the way to do this for sure.
They should do more with it, they do so few raids just now.
