I believe you should unlock all The War Within dungeons for Mythic 0 if not Mythic+ is available for that dungeon. Main reason is there are some achievements that people can not complete because dungeon is not available. There are also collectibles such as mounts (Stonevault) or transmog items.
It is ridiculous releasing a full expansion but allowing that expansion dungeons for 1 season only.
