So it would be logical to assume that you would need to unlock the various allied races in order to be able to race change over to them, However it would also seem like a lucrative business oppourtunity for blizzard to allow for race change to allied races without unlocking them.
Either way I was looking to buy a race change seeing there is a sale. however would I be able to race change to an allied race, without having them unlocked?
No, you need all of them unlocked or they are unavailable to race change as.
Short answer: No.
I believe you need to unlock them otherwise that would technically be a pay to win mechanic and the uproar would be mighty.

You can buy race change in advance and have it sitting on your account until you unlock that allied race. You don’t have to use it right away.
