Coming in 8.3, set in a new sliver of time before Sylvanas breaks the Helm of Domination at the start of Shadowlands. You’ll still be able to play through the old experience, but it doesn’t make sense for allied races who wouldn’t have been around at that time. It will play out similar to the current allied race intro experience, with Bolvar creating a new order of Death Knights.

they already explained it, all players will start at BFA once they reach lvl10.
allied races will start automaticaly in BFA lvl10, those that start at lvl1 will have a long “tutorial” experience that will leave them at 10 OR you will be able to choose to do the old starting zones.
after 10 u will be visited by chromie which lets u choose wich expantion to level on, fully playing an expantion quest zones should leave u at lvl50 ready for shadowlands, will assume that means clearing zones full loremaster mode and not just the main quest.
non allied races DK (and DH) will start at lvl 1 and will be given the choice of doing their original intro questline 1-10 (fk yeahh) or do the turorial from 1-10 and then chose where to level
you don’t understand,
Bolvar will use allied races at level 120 (end of BFA) BUT according to this announcement you will be able to choose an allied race and create DK before the story with BFA.
