Hey, I am trying to get the void elves unlocked but I do not have the BFA starting quest, Tides of War. I am now working on getting the achievement for the void elves , You are Prepared!, but I am worrired thar I won’t be able to unlock them because I didn’t take the quest. I started leveling in Shadowlands and now i don’t know what to do.
P.S: The quest does not appear in Stormwind or in any other major city, oh and i am a lvl 51 druid.

You need to complete the Argus storyline to then get the recruitment quest (from the embassy) to unlock Void Elves.

Seems they’ve changed it and you now do need to have BfA. I remember unlocking them in Legion unless I’m wrong 
I have just finished the Void Elf Questline, it works even if you don’t have BFA.
