Extra comment bout this one: i understand they dont want those rep boost ones. But they could make it a second tier. Once u used 70 boost on your alt. Then you should be able to upgrade your 70 with the same rep as your alt

It looks like you already figured this one out, but just to confirm there is indeed no way to use a boost on a max level character, even if I can understand the desire to do so in some cases.
