Am I stupid or game scammed me?

So, I used character boost and i wanted to unlock lightforged draenei.

Exalted reputation with Army of the Light: check
Achievment You Are Now Prepared!: check
Quest The Call for Allies: didn’t get…

I’ve been seeking for this quest for 5h and Anduin is missing from stormwind embassy. I relogged, still nothing. Please help.

I would post this on Blizzard support but smothing is not working and i can’t post anything there, so that’s why i post it here.

Just found this - the quest is bugged as of 8.2.5, you’ll need to contact support and hope the person who responds is aware of it.

I tried to contact blizzard support but the site says i need a character 10lvl or above.
When I’m trying to change character to this one it only shows me my account name, nothing else.
