I’ve started working towards unlocking the Kul Tiran allied race and got stuck (multiple times actually). I’ll begin by saying character was transferred from horde, which sometimes results in weird stuff happening.
I had WQs unlocked in BFA and made some progress with the war campaign but not much. I worked on that and finish the “Ready for War” achievement. Afterwards I finished “Tides of Vengeance” achievement. I had the “Loremaster of Kul Tiras” completed because of another horde character I believe, and realized I have to complete the 3 zones on this char so I got started on that.
Once I finished the 1st zone (Tiragrade Sound) I had Taelia and Genn Greymane disappearing from the Harbormaster’s office. I could still pick up quests from the scounting map but couldn’t turn it in, Taelia was missing. I opened a ticket but unfortunately didn’t receive any helpful response and managed to “hack” it eventually by using party sync with someone else, which made Taelia appear and I could turn in the quest and move forward with the zone. I did the same thing for the 3rd zone and then basically got “Loremaster of Kul Tiras” on this character.
Next was “The Pride of Kul Tiras” and this is where I’m stuck. Unfortunately I can’t pick up the initial quest “What You May Regret” from Cyrus. I spent many hours trying to figure this out but for the life of me can’t and figured I’ll try my luck with you guys
The only thing missing is the 8.2 nazjatar stuff which I believe shouldn’t be related as it’s content that was introduced after the allied races. Regardless I’ll complete it tomorrow (time gated, need to get my follower to level 3) and try again but I have a feeling it’s not going to change anything.

OK, you’ve done your due diligence, but let’s review basics.
You’ve done everything on this character? No parts contributed by alts? It looks like it’s all on this character from your armoury, but always good to check.
Have you faction-changed?
Have you logged out of the game since you handed in whatever last?
Is Cyrus there, but not offering the quest, or is he AWOL altogether?
or any other quest locally that might cause interference?
EDIT: forget those two. According to the Wowhead quest checker you have completed the Daughter of the Sea storyline.

is showing that quest for you in Tiragarde. I think they’re just not working for Boralus.
A general principle in a case like this is to complete any unfinished quests outstanding in the zone, or that could be related. Sometimes, the craziest things interfere. There’s a quest Flynn should give that drove me NUTS trying to establish back in BfA - turned out to be something totally unrelated as far as I could see.
Speaking of which, have you done the quest from Flynn at the docks to open Island Expeditions? You just go to an island solo to get an idea about what to do. I recall someone needed that to move on, for some incomprehensible reason.
Oh, and this one would be REALLY REALLY stupid, but have you tried wearing your Heart of Azeroth? That messed up some other quest someone was asking about.
Yes, everything was done on this single char, you can even see the dates of the achievements same day or the next day. I just ran through all of it.
I did fiction changed in BFA.
I’ve logged in and out multiple times the past 2 days, Cyrus is there but I’m not getting the quest (he does offer the Tol Dagor quest). It’s also important to mention Taelia isn’t in the room which I believe she should be, which leads me to think I’m stuck in some weird game state, or maybe just need to finish something I missed?
As for “The Calm Before” and “To Anglepoint” - I did finish the entire storyline and have the “Kul Tirans Don’t Look at Explosions” achievement so it means I finished all of it, no?
Despite having the Loremaster achievement I did notice I have some quests being offered in Drustvar so I went ahead and finish everything besides the " Waycrest Manor: The Fallen Mother" quest which still appears on the map. There is no way it’s needed to continue, right?
I also finished the 8.2 War Campaign in Nazjatar but that didn’t do anything.
Also interesting, when I log on my other alliance alt (level 50, which didn’t make much progress with the War Campaign) I do see on my map the “What You May Regret” quest, but Cyrus isn’t in the building at all. I imagine this is because I need to finish some other parts of the story first.
Super weird. Not even sure if it’s possible to continue the achievement across multiple character but I really rather finish it all on my 60 priest. Please help!
Eek! You may be trapped in some weird dimension between universes. When you faction change, you retain credit for achievements - transferred to the other side where necessary - but your quest progress is affected.
Quests and Achievements
Incomplete quests are removed from your quest log and all quest items are destroyed. You need to visit the initial quest giver to restart affected quests
Progression towards unlocking a Paragon Chest will reset upon faction changing, unless the cache is available to both factions (ie. Tortollan)
Faction-specific completed quests will be lost and will no longer count toward any completed quests counters
Progress on character-specific achievements, such as for quests and PVP, will be reset
Argent Tournament progress, including achievements, resets after the faction change
You will need to complete the War Campaign on your new faction, even if you already completed the opposite faction campaign
I do not know that this is the problem, but I’ve seen people who faction changed have weird effects when trying to pick up quest chains. I’ve never understood it.
Are you online now? At least one of my characters must be eligible for the quest, and it might be interesting to see whether I can share it if we party.

Regarding the fiction change - keep in mind I just went through all the quests from zero practically, so it’s not like I was in the middle of some chain and switched. That’s why I figured it should be ok but you never know.
Funny thing, I needed to finish the Kul Tiras intro quest on my warrior and then I Cyrus appeared in the room and I could pick up the quest. Of course 3 quests later I got to “A Local Guide” and I can’t talk to Flynn without finishing “A Sound Plan” on this character. What a nightmare lol.
Sorry, I had wandered off before I you replied. I tried whisping you but you’re offline now. I have the quest on an alt now, for whenever we can get togerther. I don’t think it will work, but it won’t hurt to try.

So this is super embarrassing but basically as I was rushing through all of these quests I basically picked up the 1st quest of the chain (“What You May Regret”) and actually completed the first few quests. I realized that I saw Flynn in the room and he did have a quest for me, but I didn’t initially think it’s something I need. Only to find out that it’s actually the 4th quest in this chain
Anyway, so happy I can continue with this now and sorry for wasting your time
