'Answering the Call' buff flickering on and off

I’m unable to participate in the new content in Hallowfall as the area buff keeps instantly dropping and reapplying as soon as Im in the area.
I’m unable to credit any of the quests.

I have tried full relog, game repair, turning off all add ons, updating all add ons.

Had the same issue today, unequiping my gear solved the issue, seems my chest piece was somehow bugging it.
