so i am using clique for mouseover healing .i was wondering if there is an addon or something that shows me something or indication that i need to dispell or cleanse a party member or something .
You can probably find a weakaura, that will do the job 
From there I think its finding the one that visually fits what you are looking for. To not advertise WeakAuras I wont mention any, but I googled “WeakAura that shows dispells” and found at least one that was doing what you asked for
Under Options → Interface → Gameplay, there is an option called “Debuffs” with a sub-option named “Only show dispellable debuffs”. I think this will do what you want if you use the default frames.
If you use a more specialized add-on, like Vuhdoh, you can customize this further. It should work well out of the box too. It will also highlight particularly important curses/diseases/magic effects that should be removed above all others.
Part of it is also just learning what debuffs/etc are severe and which can be ignored, which you’ll learn as you play a healer more often.

DBM also tells you what stuff is going on.

You can either use the blizzard default under the options menu. The problem with the default is it will show all debuffs.
If you want to tailor around your healing class I would strongly recommend Vuhdo. You can set this up they way you like or play it with default settings. The great thing about Vuhdo is you can set it up to show only debuffs that can be dispelled by your healing class.

Decursive works well

Decursive I find is the best option.
It shows “IF” something can be cleansed/dispelled, not if it “SHOULD”.
The should is up to you or for you to make a weak aura to alert you to very specific things on people. But yeah decursive for me.
My partyframes just give a different color when i can dispell 
i am not sure i did something special for that.
My DBM is a womans voice and when afflicted spawn I always image a frantic woman pacing back and forth shouting " Afflicted, Afflicted, Afflicted" 
I use grid2/vuhdo to color the HP bars depending on the type of debuff.
Once you’re familiar with the dungeon you’ll just know which debuff it is based on what pack/boss you’re at. Plus I set it to show the icon with a big stack indicator. I prefer a generic setup over specific weakauras or DBM warnings to track individual debuffs.
Healbot used to do this. I haven’t healed since Cata (maybe I did some in MOP). The party member would go purple (instead of green) when I could cast Purge or whatever. I put that on middle mouse button and just clicked the purple when it showed. Maybe not optimal play but it seemed to work…
Yeah i assume it is my elvui by default recoloring the unitframe. In Clique, like the OP, i have dispel configured as mouseover.
no. u see an icon on the original party frames when its dispellable by ur class. that means debuff dispel
Don’t quote me on this, but I’m almost sure that’s default ElvUI behaviour. The colour of a frame gets “flushed” if the player has a debuff that you’re able to dispel.
