Meow, I am a cat with 1.5k dps, 50% dodge, 40% crit.
Roar, I am a bear with 1.2k dps, 50% dodge, 40% crit, 15k HP and +10k armor.
Common sense would say that if survivability goes up by 1000%, then damage should go down as well. However, we all know this is not the case with feral druids because Blizzard is generously providing feral druids everything with one item set and weapon.
It would be far more sensible to make feral druids choose what is their main feral form. A significant improvement would be to provide druids different weapons for each form. Bear staff would provide bear related stats but far less dps. Cat staff would provide far less health and survival stats but more dps.
Staff of Bearness
800 armor
100 stamina
50 strength
Equip: Increases your total HP in bear form by 10% and dodge rating by 40.
Staff of Catness
50 agility
50 intellect
20 stamina
Equip: Increases attack power in cat form by 1122 and critical strike rating by 70.
It probably would not be enough but it would be a start.
I know some people do this. However, I cannot change weapons in combat and I am not try hard enough to learn this. Sounds a bit like an exploit and perhaps should be fixed? Or alternatively, create armor sets for cat form and bear form separately in the manner I described in the post.
