Hello,
I am looking to combine two BNet accounts into one so I can share my Legion Elite PvP armour set and Mage Tower weapon appearances on my newer account, but I see on the Combining Accounts help section says that appearances don’t transfer across. Is there any other way that this can be done so I can keep those specific appearances? I only ask as I don’t care about the other appearances, only those ones in particular.

The longer answer: You could try moving only your character who has earned these appearances over to your main Bnet account instead of moving the WoW license but this will not guarantee that your main Bnet account will also gain these appearances.
- Any item in the Collections tab will likely not transfer, and any item lost in this way will not be restored by Customer Service

Actually you cannot combine two battle.net accounts, only move a Warcraft account from one to another.

The content of your Collection is linked to a Battle.net account, and there is absolutely no way to transfer it between accounts.
That being said, you can request to consolidate your two accounts if you would like to do that, however please note that we would probably only merge your new WoW account to your old Battle.net account, otherwise you would lose everything in your Collection.
Such requests can be pretty complicated depending on what games and purchases you have on both accounts however, so if you would like to check your options, you can contact us via a ticket with the details of both accounts. 
Please make sure that everything is clear and understood before you confirm the consolidation of your accounts, as this cannot be undone once finalized.
