As per the US forum (Arathi Highlands Phasing Issue - US Forums), there is an issue where pre-warfront Arathi NPCs are missing, and your character appears to be in a different phase when grouped with others (separate to war mode phasing).
The only NPC available is Zidormi, with the exception of the rare spider Zorn. No other critters, players or mobs have been seen.
This is affecting the completion of the Waist of Time - an even more apt name than usual in this current situation.

Have had the exact same issue. I began this char as horde and have been faction changed to alliance and back to horde.
There where no mobs or npcs in Arathi Highlands and my teammate was phased out. He could see and interact with Grimmy but I could’nt cause I could’nt see Grimmy. We where both in the same timeline and both had warmode turned off.
Made my second ticket to Blizzard in like 14 years and NO help, NO investigation. Only a sugestion to make a bug report. Thank you so much for the “help” Blizzard

Found the start quest for Twilight Highlands in Aszhara, made the first 6-7 steps and FINALLY I could see Grimmy and COMPLETE this damn WAIST OF TIME!
