Arathi Highlands Zidormi NPC is broken? She talks to me, asking what help i need, but there is no speech bubble or any way to talk her back, and so i cannot turn back the time. Do i miss something important or it is broken and i must report an major bug?
You’re probably too low level or haven’t unlocked the Battle for Azeroth warfronts. Zidromi in Arathi Highlands phases you between the Cataclysm version, and the Battle for Azeroth-version.

What character are you using?
You don’t get the Battle for Azeroth-version until level 50, so if you are on a character lower than that, you will see only the Cataclysm version of Arathi, and Zidormi will have nothing to do for you.

Well, but you are already in the phase of Arathi that you want, I think - the phase with the original quests. Though I see from your armoury that you already have the achievement for that.
The Battle for Azeroth Phase doesn’t have any regular quests. It has Rares, and Daily Quests, and you can enter it after qualifying for Daily Quests in BfA.

I have now level 50, and it is still same problem - no speech bubble.
Oh dear. Then I’m afraid you have to open BfA Wold Quests to get to that phase.
Maybe you haven’t done that yet? If you have the Flight Whistle for BfA, you should be able to enter the phase. This is really quite an annoyance of the way the devs placed the gates in BfA - not that they learned anything from their mistakes. 
To get the Flight Whistle, you need to pick up the Heart of Azeroth and complete the Uniting The Isles quest, which involves questing a little in all three zones to get Friendly with everyone there.
