Right now, it’s a long-cast,easily distrupted (especially in pvp), underwhelming (the damage is mediocre at best and benefits are meh) spell with relatively long cooldown. In a game where almost every major cooldown is instant and worth pressing, Arcane surge sticks out in the worst way possible.
Blizz should get rid of it or fix it - make it instant or buff its impact - better secondary effects/more damage. It needs to be worth pressing.

It does seem unfair the combustion and IV have no cast time buT AS does. The damage it does does NOT justify that cast time. Either massively boost its damage, or make it instant like the other specs.
I would be fine with it being instant cast, do no damage at all, and have an increased duration.

AS is really powerful CD and it has to be on cast, because Touch of the Magi is instant and off gcd. Its okay as it is.
