Do I have to do the unlocks on my main that i used if i make another character of the same class? for example winning 10x rbgs, can i do it on an alt and is it acc wide?

The mage tower one is also account wide.
Artifact weapons and their appearances are character specific. Artifact weapon transmogs are account wide. Transmogs are unlocked based on what artifact appearances currently logged in character have unlocked.
So if you want to unlock different color of an artifact weapon you need to do it using the character that has base artifact appearance unlocked in their order hall in the artifact forge. So it has to be the original character that unlocked that artifact appearance.
The only exception are appearances linked to honor levels. Because honor levels are account wide so it doesn’t matter what character you gain them on.
