Are there any reliable dps charts and similar resources to see how specs are doing in PvE in a way that's representative of the regular player's experience?

I feel like the WoWhead DPS charts etc are usually very/completely useless to most people because they represent how class balance is when played by the highest-end content by the best players. Even when looking at heroic charts, it’s still (afaik) not fully representative of the regular gear and level of play that most people have in heroic.

Is there a way to filter any of these lists or are there any other resources that can show how the specs are actually doing in say, 10-20 keys, and nm/hc raiding when done by players who are actually in that difficulty bracket, rather than mythic guilds that are farming them for upgrades?

on warcraftlogs you can select a gs bracket, i dont see the problem

^^ This. You can even opt to see all percentiles. For example this is all percentiles over all bosses in raid.
