Are there going to be gear vendors and fresh 80 character creation on ICC PTR tomorrow?

The title basically says everything.

My question is if ther is going to be an option to create a fresh lvl 80 character to test for PTR tomorrow (29.08.23).
Also will there be any gear vendors so we can buy gear on PTR to be ready for ICC testing?

I currently have alliance characters to copy, but is there any way to also play on Horde Side when I want to test PTR?
