Definitely one of the best at least, imo. The no-knockback-on-spellcasting-bar is really neat for fire and frost when the instant casts aren’t happening. I have a VE affliction warlock and love that racial.

I race changed off VE. Spell pushback is not really a thing anymore far as I can tell, nor do you really ever want to be facetanking things anyway.
The only other useful racial is Spatial Rift which moves at run speed so its usefulness is highly situational.

I’ve played a void elf frost mage for SL S1/2 and I don’t think I’ve used the racial more than a couple of times, teleport is just straight up better.

That would be the main selling point if pushback worked like pre-Wrath. This would be absurdly OP there.
Otherwise, you have a 5% extra Shadowfrost dmg racial (roughly every min), if it lines up with a burst window it’s okayish I suppose.
Less shadow dmg taken is always a good thing, it’s often the prime dmg school of enemy casters, if not Fire or Frost.
50% off mogging is neat if you change your looks as often as I do.
If Spatial Rift got a rework to be a Blinklike spell, I’d happily consider a race main change to my velf. Priests suffer from low movement and getting even a Blink is just so useful. With all the running from bad stuff on the floor this would become the prime caster race.

They are certainly up there for Mages. I think Trolls are considered the best, because their Racial is a button press so you can control it.
But if you prefer Alliance, then Velfs for Mages is definitely a choice.

Human is not that bad either with a bonus to rep gains and being able to remove stuns from yourself.
I never liked void elves so from your options i would say nelf. having a way to get out of combat can always be useful in a dungeon wipe or even in pvp or out in the world
False. It is Dwarf. Or Kul Tiran. Tauren if Horde.

Don’t forget it was us Gnomes that taught you Dwarfs about using Shadow-, Fel-, Fire-, Frost-, and Arcane magic.

Preternatural Calm works out to be the equivalent of ~15% haste, if you are being attack while casting. Which is really really good. Probably the single best racial in the entire game for casters. At least in any environment you frequently take damage in.
So, I reckon Void Elves in PvP would be champs 
play whatever race you like. Racials shouldnt matter.
