in it people are talking about it being impossible or there being legal issues.
like what???
THERE IS NOTHING stopping blizzard from allowing account transfer from EU to NA.
no legal problems. that just doesn’t exist. (just accept the new agreement and presto. legal issue’s gone)
there are no technical problems. it’s litterally the same game. even IF character data was stored diffrently it would absolutely NOT be hard to make a converter.
include a line in the agreement that says that your char might get corrupted and won’t be restored if that happens. (won’t ever happen) and then those bases are covered aswel.
the ONLY reason why we don’t have character transfers between regions. is GREED.
because now. if we wanna occasionally play with our across the ocean friends. we need to sub for 2 accounts.

Incorrect, since its a transfer of potential private information it’s subject to GDPR which may or may not be at the same level as the destination country.
An agreement cannot override this, though its a legal hassle to enforce if someone were to break it in various current forms.
In the same sentence you admitted, they may need to make a converter of some sorts and the question would be if that is worth the cost vs gain and developer hours spent on it. So its a technical issue too.
This already exists, you’re granted a license by Blizzard to use the Platform as is. They may withdraw access for any or no reason. However, they prefer not to break toons or deny access for no reason.
The last time they broke a toon it took them a year to restore it with developers on the case due an accidental GM level up and since then they made a GM restoration tool + other safeguards. It took a lot of time for one toon’s corruption…
But if they were to make this service, it would be a paid service as well. So you’d use the same argument no?
In the case that a paid region transfer would happen, you would still need an active gametime account to play it even if it’s on occassion. Nothing is different at the current moment, per game license you will need their own region expansion keys and active gametime to play.

If it is not, it is not on your account. Since it has to go to another region it could exceed what is deemed appropriate or needed for business reasons.

The legal entity is “Activision Blizzard International B.V.” or if French “Blizzard Entertainment S.A.S.” in Europe and USA is “Blizzard Entertainment, Inc.” and if you play from outside USA towards it, it would become “Activision Blizzard UK Limited”. So there’s already 4 different legal companies involved with two agreements alone.
Since you seek a discussion about legal theory, it is best you discuss this with a legal retainer about what is considered personal information or not, Blizzard will however not enter into discussion about the direct reasons as to why they will or won’t do this if it veers into the Legal domain.
Consider asking whether if a Region Transfer is possible in a polite form at the Blizzard Q&A and it may or may not be answered.
I’m not really sure why you are so angry with the response you’ve had or the previous thread you found. It is not the first time we’ve seen a request to be able to move region or transfer characters but it’s currently not something Blizzard offer. Who knows what they’ll do in the future though and I’m sure this suggestion will come up again.
Each region requires it’s own version of the game, and similarly to having several EU accounts on the same bnet, each requires it’s own expansion and subscription purchase. The base game is free with the sub. Trial accounts are up to level 20.
When doing beta testing we can import EU characters to the US test realm. So I agree technically it may well be possible to move a character if they copy it across and delete it from the EU region. However I am not a technical person nor do I work for Blizzard.
Whether or not they are interested in offering such a service remains to be seen.
