Closest thing I can suggest is that the Shadowlands had a bunch of things changed throughout the development. For example, Ardenweald was not even supposed to be a separate part from Bastion, and you can find things like “all souls are born by our wing” quote (flappy bird quest NPC), or a wisp wall in Kalliope’s Rest.
Something similar could be here, where a mix / moving of themes / ideas around could just be stuck at “we have to launch already” stage.
