Aren't raid-skip quests warbound?

I have about 30 characters, if I get the skip with one character, will the others also get it?

2, Do I have to do the questline with each character separately for the Pandarian N’zoth assault?It’s only done with one character, but I can’t see Zidormi beyond that.
