Hello,
Is there any certain quests I should do to see the treasures in Argus?
With one character I have done every quest back in Legion and I see treasures.
With alt that I skipped everything do not see anything.
Could anyone please help me?

You need to complete the story for them to show up.
The chests themselves become visible only after you reach certain level of story progression in the Argus campaign. For example, chests in Krokuun start to show up after you complete 
An Offering of Light and Antoran Wastes treasures become visible by completing Sizing Up The Opposition
Now, if you don’t wanna waste time, maybe get the addon HandyNotes along with the Argus extension of it, which is gonna show you all the treasure locations

You also need you use certain ‘special action spells’ from the Vindicar to access some of them.
